2175 Portmon Multiple Parameter Arbitrary File Disclosure / Overwrite

Portmon contains a flaw that allows a local user to read and write any file on the system. This is flaw is due to the way Portmon handles it's configuration files and the fact that it must either be run as root or setuid root for the ping functionality to work.
